SEAC: Supporting Management in Employer-Employee Relations
School Employers Association of California represents 150 districts serving nearly 2,000,000 students and is committed to serving the governing boards, superintendents and management teams of the public school and community college districts and county offices of education, providing current information and research, conferences, workshops, consultation and proactive advocacy in support of management’s rights in collective bargaining and human resources management.
SEAC collaborates with all the statewide school management associations (ACSA, CSBA, CASBO, PASSCo, SSDA) in legislative action as well as working with local groups of districts to develop coordinated bargaining strategies.
SEAC works directly with legislators, the governor, and state and federal agencies to protect the bargaining rights of management and the educational programs and services to students.
School Employers Association of California is dedicated to changing the collective bargaining process. Our goal is to work with leaders throughout the state to focus on the impact that negotiated agreements have on students, as well as their programs and educational opportunities.
SEAC was founded in 1976 by Dr. Richard M. Clowes, Superintendent of Los Angeles County Office of Education, to provide management support and assistance in implementing the Educational Employment Relations Act (EERA) which brought industrial style collective bargaining to the public schools of California.
On July 1, 2002, SEAC became an Independent Joint Powers Authority in order to pursue our new mission and to become a statewide force in collective bargaining in California.
